Let's first start a discussion of what exactly "Equine Welfare" consists.

 

Firstly, looking at how it is defined according to Australian Law. According to the RSPCA :

 

"There are no national laws applying to animal welfare, but all states and territories regulate animal welfare in their jurisdiction. The legislation in each state and territory is given below:"

 

ACT:  Animal Welfare Act 1992

NSW:  Prevention of Cruelty to Animals Act 1979

NT: Animal Welfare Act

Qld: Animal Care and Protection Act 2001

SA: Animal Welfare Act 1985

Tas: Animal Welfare Act 1993

Vic: Prevention of Cruelty to Animals Act 1986

WA: Animal Welfare Act 2002

 

Next we look at the Australian Horse Welfare Protocol

managed by the Australian Horse Industry Council.

Logically then, in order to determine if a horse's welfare is in question, given its use, should be a matter of cross checking its use and conditions against the laws and the Australian Horse Welfare Protocol.
